The Navy is offering some Surface Warfare Officers up to $150,000 to remain in the service and complete key leadership tours at sea, as the service continues using large retention bonuses to keep experienced officers in the surface fleet.

Navy Personnel Command highlighted the incentive in its August 2026 PERS-41 newsletter, telling officers who have screened for department head and are still deciding whether to stay that they can receive a bonus of up to $150,000 for completing three years as a department head.

The Department Head Retention Bonus is available to qualifying active-duty Surface Warfare Officers who have been selected for department-head service. To qualify, officers must agree to complete two department-head tours afloat or a single longer department-head tour assigned by Navy Personnel Command.

The Navy’s current eligibility guidance also requires applicants to have completed at least one division-officer tour, be medically assignable to sea duty and have been administratively screened for department head afloat.

Officers selected for department head must sign their retention contract before the next department-head screening board convenes if they want to receive the maximum available compensation. The resulting service obligation generally extends through the officer’s 11th year of commissioned service, and may continue longer if required to complete the assigned department-head tours.

The Navy describes department-head duty as one of the major career decisions for junior Surface Warfare Officers. Department heads oversee major areas aboard ships, including operations, engineering, weapons and combat systems, while serving as senior members of the ship’s wardroom.

The August newsletter acknowledges that the decision can be difficult for officers and their families. Navy detailers are encouraging those considering the bonus to discuss timing, assignments and family concerns before making a final commitment.

The incentive comes alongside several other bonuses aimed at retaining Surface Warfare Officers later in their careers. The same August newsletter lists a separate Lieutenant Commander Retention Bonus worth up to $66,000 for eligible active-component officers, paid in three $22,000 installments at their 12th, 13th and 14th years of commissioned service.

For junior Surface Warfare Officers considering whether to remain in uniform through demanding department-head tours at sea, the Navy is putting a substantial amount of money behind that decision: up to $150,000 to stay and complete the job.
